First Level Control Requirements

Malta has chosen a centralised control system. Expenditure of project partners from Malta will thus have to be checked and confirmed by the following body:

However, before a claim is submitted to the Territorial Cooperation Unit for verification, it has to include a control certificate, which is a document which says that a controller has gone through the claim and has checked it according to the requirements of the respective project (i.e. given that it is a European project according to EU law and given that it is being implemented in Malta according to national legislation). Usually, this is carried out by an external auditor, however internal controllers may carry out the controls themselves provided that they are not involved in the implementation of the project and that they are certified accountants or auditors.

The costs for the internal or external controller can be reported as eligible project costs in compliance with the relevant EU-regulations and programme rules (staff costs in case of an internal controller, external expertise costs in case of an external controller). The Territorial Cooperation Unit will perform the first level control free of charge to Maltese project partners.
