Authorization of a controller to carry out the control of an INTERREG IVC project

Request for nomination of controller

Twice a year / before the end of each reporting period the project partner (All project partners other than the Lead Partner) will ask the following body for the nomination of a controller listed in the shortlist of controllers :

Project partner and the nominated controller submit a checklist for approbation to the Ministry of Regional Development and Public Works

The "Territorial Cooperation Management” Directorate General will inform the nominated controller and the partner of the nomination and will invite them to fill, sign and submit a “Checklist for the Approbation of first level controllers”.

Issuing a “Certificate for approbation of the controller” .

Following reception of the document and checking that the nominated controller is independent from project activities and finances the Ministry of Regional Development and Public Works will authorize the controller to carry out the control of the INTERREG IVC project by issuing a “Certificate for approbation of the controller” .

Signature of a contract

The project partner will then contract the authorised external controller. A template of a contract between the controller and project partner can be downloaded. The control costs will be born by the Lead / project partner and thus can be reported as eligible external expertise cost within the project in compliance with the relevant EU-regulations and programme rules. According to the national control system the recommended basic fee per controller per verification procedure (every 6 months) is EUR 307. (Total recommended fee per year per project per partner is 614 EUR).

First level control

The nominated first level controller (an institution/ individual responsible for verification of financial documentation of beneficiaries in a given country) will sign the Lead / project partner control confirmation (annex 5a, 5b, 5c to INTERREG IVC Programme Manual (Part of the Application Pack. Intended to assist applicants in drafting applications, as well as in implementing and finalising the approved operations) - see Project resources).

For each reporting period, Bulgarian project partners will attach a copy of the "certificate for approbation of the controller" together with the partner control confirmation.
